l 1725 Burrell Ave. - Public hearing on a request by Clifford E. Kaufman to rezone five acres from F-2 agricultural transitional and R-2 suburban residential to R-2A low-density residential to allow residential development.
l Expansion of agreement with Hillcrest Aircraft Co. to allow construction of hangars on an undeveloped parcel under lease to Hillcrest since 1977.
l Lease agreement with Leading Edge Aviation of Washington and owner Jim Pope for a 30-year lease on the south side of the airport. The cost will be $2,000 a month, which will be credited back to the company for 30 years or until the cost of waterlines being built by the company are reimbursed.
The agreement says the company will extend existing irrigation and domestic water lines to the corner of the leased land and install a fire hydrant. Connections also will be installed to allow service to other parcels. The company also will allow the city and county to use the value of its buildings and other facilities as match for federal grants.
l Third reading and adoption of an ordinance allowing suspension or revocation of a business license for nuisance, public safety or health considerations.
l Third reading and adoption of code amendments increasing solid-waste rates beginning April 1 and changing solid-waste and recycling collection practices, including charging for some formerly free disposal.

l 629 Airway Ave. - Public hearing on a request by Steven and Kathy Forge to extend a carport 4 feet into the front yard. City staff is recommending it be denied because it would bring the total square footage of the carport and attached accessory building to 1,416 square feet, and no hardship exists. Code requires an accessory building of more than 1,000 square feet to be in the rear yard and this is in the side yard. The Lewiston Fire Department also is asking a fire hydrant be added if the variance is approved.
l 2303 E. Main St. - Public hearing on a request by the Salvation Army and Smitty's Pole Buildings for a variance of 12 feet from a 15 foot rear yard buffer for a structure in a commercial zone abutting a residential zone. The applicants want to build a 2,250-square-foot storage building 3 feet from the rear property line. City staff is recommending denial.
l 3225 Sixth St. - Public hearing on a request by Stephen Berry for a conditional-use permit to add a single-wide mobile home unit at Empire Mobile Home Park. It now has 26 units on 2.22 acres, with 19 of those units single-wides. City staff is recommending denial because of configuration of the park and lack of information that the additional unit would mean minimum standards for fire access.
l 1800 block of 16th Street -Consideration of a preliminary plat for Maplewood Cottages Subdivision filed by Richard White placing 11 lots on 1.27 acres using small lot development standards. Lot sizes average about 40 feet by 100 feet with the overall size varying from 4,000 square feet to about 6,000 square feet. This is not a public hearing.
