BOISE - One of the Idaho Legislature's big 1989 battles was whether to abolish a judge's discretion and order convicted child sex abusers to undergo mandatory prison terms. A recent round of tough sentences handed down in child sex abuse cases indicates the message was received.

JEROME, Idaho - Criticism focused on election and appointment provisions at Tuesday night's hearing on proposed revisions of

Idaho's constitution. An estimated 75 people turned out for the hearing at Jerome. State Rep. Willard Latimer, R-Jerome, joined with others in objecting to the proposed short ballot, which would provide for election of only three state administrative officials, the governor, lieutenant governor and secretary of state. The governor and lieutenant governor would run as a team.
