MOSCOW - For the second time in recent months, the Moscow Board of Adjustment has approved a conditional-use permit to allow the expansion of New Saint Andrews College in downtown Moscow.
The college is looking to expand its campus into the building that recently housed CJ's Nightclub - aka Cadillac Jack's - on the 100 block of North Main Street.
In April, the board approved the expansion, but five residents appealed the decision to the city council. Most of those appeals dealt with parking issues downtown. Others said they didn't like the values of New Saint Andrews College and don't want them to expand in downtown Moscow.
The council sent the matter back to the Board of Adjustment and asked them to take a deeper look into parking impacts from the college's expansion in downtown Moscow during the lunch hour.
Very little is different between the two conditional-use permits. Both ask NSA to construct 47 off-street parking spaces. However, the permit passed Tuesday requires those 47 spaces to be constructed within a quarter-mile of the CJ's property, as opposed to the half-mile condition the board required in April.
Community Development Director Bill Belknap said the conditions of the permit passed Tuesday could be appealed again by residents, but those appeals won't begin until 10 days from the date the board voted on the matter.
