* Wendy A. Bonnalie of Lewiston, Clearwater Power Co. member services advisor, has been promoted to the position of billing and data processing supervisor. Bonnalie, a graduate of Lewis-Clark State College, replaces Sandra Huling of Lewiston, who has been named office manager. Operations Dispatcher Jan Bensching of Lewiston will replace Bonnalie as member services advisor, and Marilyn Black of Lewiston will become the new operations dispatcher.
* Gertrude Weisgerber of Weisgerber Interiors and Beverly Crozier of Decorating & More , a divsion of Northwest Wall & Floor Coverings at Lewiston, recently attended Design Trade '91 and a seminar on ''Environmental Issues and Design,'' sponsored by Interior Designers of Idaho .
* LaFawn Hamm-Oliver, director of the Area Agency on Aging at Lewiston, and Susan Butts, program-budget coordinator there, recently attended the Idaho Office on Aging directors' meeting at Boise. The primary topics of discussion were legislative advocacy and the coming regional and statehouse conferences.
* Charles L. McKee, a prosthetists at Lewiston, recently was reappointed to another three-year term on the Composite Advisory Board for the Idaho Division of Vocational Rehabilitation Services, Commission for the Blind and Independent Living Services . McKee also recently attended the board of directors meeting of the Idaho Association of Orthotists and Prosthetists .
* SPOKANE The Washington Water Power Co. has received an unprecedented fourth Washington State Environmental Excellence Award from the Washington State Ecological Commission . WWP was honored for its involvement in the Long Lake Habitat Improvement Project, which involved construction of construction and placement of artificial reefs in Long Lake Reservoir, which is operated by WWP.
*Lewiston native Roger E. Stillman has been promoted to vice president of commercial property management for Picerne Properties , a development and management firm based at Warwick, R.I. He is the son of Carl and Eleene Stillman of Lewiston, and has been with Picerne Properties since July 1989. He has earned the professional designations as a certified Shopping Center Manager and a Certified Marketing Director.
* The Clarkston Chamber of Commerce Board of Directors has two new members. Margo McCroskey, executive director for Team Washington , has been appointed to fill the unexpired term of Randy Fazzari, which ends Dec. 31, 1992. Greg McCall, manager and pharmacist at Clarkston Heights Pharmacy , has been appointed to fill the unexpired term of Gary Dickerson, which ends Dec. 31, 1993.
* Lewiston Fire Chief Thomas J. Tomberg and Battalion Chief Stephan Galles recently attended the Idaho Fire Chiefs' Association meeting at Elkhorn at Sun Valley. Idaho Attorney General Larry EchoHawk was the keynote speaker, and Gov. Cecil D. Andrus addressed the group during a brief stopover.
* MOSCOW Marian McDonnell Horton, director of University of Idaho New Student Services , is the new president-elect of the Pacific Northwest Association of College Registrars and Admissions Officers . Horton will serve as president-elect in 1991-92, president in 1992-93 and as past president in 1993-94, with specific duties in each office. Her responsibilities will include government relations with Idaho lawmakers at Washington, D.C., concerning national education issues.
* PULLMAN Michael Thomason, Palouse area manager for The Washington Water Power Co. , has been elected chairman of the Pullman Chamber of Commerce Legislative Committee. Thomas Lees of AIA Insurance was named vice chairman.
* Michael Uhlorn has been named service manager and Thomas Kinzer has been named outside parts salesman at TISCO Parts & Machine , 529 22nd St. N., Lewiston. Also at TISCO, mechanic Matthew Reiner recently completed a three-day course concerning tune-ups and trouble-shooting on Cummins big cam engines, and a four-day course on electronic control, trouble-shooting and repair.
* SPOKANE The board of directors of The Washington Water Power Co. has declared a regular quarterly dividend of 62 cents per share on the company's common stock, payable June 14, 1991, to shareholders of record at the close of business on May 22, 1991.
* Updating the 1990-91 Overall Economic Development Plan for Asotin County will be the topic of a public hearing at 2 p.m. June 4 at Clarkston City Hall.
* John W. Bramlet of Lewiston is the new service manager at Gray Buick , 502 B St., Lewiston. Bramlet, who formerly worked at Evergreen Tire Factory , succeeds Raymond Fisher, who has moved to Lewis-Clark Motors .
